May I ask what is the accepted way of proposing new features to Hudson?
Is entering an issue enough, or should it be discussed here?

If it's something small or obvious, filing an issue tends to be good
enough. If you have more "ground-breaking" idea, then it might be worth
discussing it first.

I think that's how it tends to work. But it's up to you.
