It also looks like there is a "bookmark" feature in Confluence they are abusing instead of the now removed "Blog" post feature:

I'm not admin on confluence but I did the cleanup on Jira
I deleted the issue and removed the user form jira-users group to block it. (We'll need to think to upgrade jira. The new version allow to disable accounts).
