[JIRA] (JENKINS-6230) Display job-description also on parameters page when starting a parametrized job

This improvement is useful fur me too. I'm working with different security-settings and different 'launcher-jobs', but for some jobs it will be nice having the html-based job-description when launching the build (e.g. red letter hint).
But i don't know if the prio should be Major
