Jira Jenkins plugins [Update Relevant Jira issue] doesn't update

Description:	In Jenkins job when using [Update Relevant Jira issue] we found 3 issues: 1- If the build fail, it put a comment in the JIRA ticket, there is no way to get comment only when it's success 2- When it put a comment in the JIRA ticket due to build failure, it doesn't add one after the build is fixed/success 3- If using the plug-ins via the [Promote Build plug-ins] so that it run only when success, it doesn't do anything!
