This is more of a problem with the built in maven project builder where you
cannot even specify the version of maven to be used.

Cannot specify the settings.xml that maven will use.

It does not check with the default settings.xml from the Maven installation

This results in being unable to specify the proxy settings necessary to connect
to the maven repositories (proxy settings are local environment and should not
be in the pom.xml)

Or being able to define local mirrors of repositories.
