This is fairly detailed error message: connection is refused.

Did you tried do cvs checkout directly on the Jenkins server? It is allowed to connect to 204.93.211.119 via SSH?

It looks like whatever account your jenkins slave runs at doesn't have permission to connect to "[hidden email]"
