Ok, since I got no response I have found it on my own :)
using the 'it' variable it has a 'getAction' method which accepts a string
So if ones action fully qualified name is org.myplugin.HelloWorldAction
he can use the following in the .jelly file
it.getAction('org.myplugin.HelloWorldAction')
